Globally there are significant gaps around the governance of oceans as a single entity. Different legal instruments governing diverse uses of the ocean are located in various United Nations bodies and Regional Fisheries Management Organisations (RFMOs).   There are significant questions on whether the existing and somewhat fragmented institutional structures and arrangements established are still fit for the purpose of ocean management and guidelines or whether they need to be re-designed to match the growing economic activities under a Blue Economy, many of which are unregulated or unmonitored in the highseas.  New international protocols for protecting the health of the oceans are necessary, but must be done according to and in consultation with Pacific peoples.
